Lorry Dripping Muddy Water Along ECP

Saw this lorry dripping muddy water out of his lorry. Maybe the driver was not aware of it, but LTA should ensure that all lorry drivers should check for any leak before they leave the site and drive on the road. This is to ensure the safety of other road users especially the motorbikes.

In this video, you can see the stretch of road dirtied by this lorry. Droved past the lorry and horned hime to inform him of the leak.

Look at this biker. Simply ride his bike and park at the void deck as if it's his private road and parking lot. I really hope that the relevant authority can take stern action against such act unless the authority is going to legalise it like cycling on footpath.

Lorry Going Above 90 km/h Along ECP

This lorry though was not taking the Lane 1 of the ECP, but the driver was still going way beyond its speed limit allowed. Take a look at the video below;

You can see that even though the left most lane was empty, the lorry took the middle (2nd) lane instead. Also the speed that it was travelling was at least more than 90km/h.

Finally Bollards To Prevent Cars Driving Into Void Deck

Finally the Tampines Town Council had erected 2 bollards to prevent vehicles from driving into the void deck at Blk.383 Tampines St.32. After numerous posts on such void deck parking and driving and complaints to the Town Councils, action have been taken to prevent it but at the expense of the residents here. I've not seen any vehicles driven into the void deck since the 2 bollards have been erected.

The funds used to erect such bollards should be taken from the fines (if any) they issued to those who drove or park in the void deck.

My Lane Obstructed, You Give Way!

This seems to be the norm now for most motorists and I wonder why? If your lane is obstructed, you should slow down or stop before you drive or even speed up to the opposite direction lane and expecting the oncoming vehicles to give way to you. Take a look at the below video and you can see why;

JKS2927 Parked On Footpath At Tampines St.33

This bike JKS2927 was found parked on the pedestrian footpath near to the East Spring Primary School (diagonally opp. to Tampines Mart) at Tampines St.33. I hope that the relevant authority can take very stern action against such illegal act (unless it's legal to park in such manner). Pls do not just give us past statistics on how many how been booked, etc... just get more warden to enforce the law. Kindly ensure that our aging population is safe on the footpath.

Car Stopped At Bus Stop

When the bus lane law is not enforced, we can see car like this one stopped at the bus stop. This car was spotted at the bus stop just outside the Beach Road St.John Headquarter;

Maybe in future,there will be a CCTV installed at all bus stop to deter such driver from stopping at bus stop and obstructing the traffic flow. This will be more effective than to dispatch a warden to book such driver.

Insufficient Enforcement On Bike Riding On Footpath

This biker was riding on the footpath at Tampines Mart along the Tampines St.34. Such bikes here riding on footpath surrounding the perimeter of Tampines Mart is a daily affair. Despite my numerous emails to MP Mr.Mah, Town Council, Changi and Tampines NPP, TP, no strict action has been taken against such acts. Why? Why? Why? The bikers are still carrying on their illegal act on footpath daily and even when the NPP patrol car past by, they don't seem to have notice it!

Must we wait till an accident occur before we act? There are 3 schools around and a number of kindergarten and childcare centres in this area too. MPs for Tampines, all the residents wanted is a safe environment to stay in - is it very difficult???

The TP should launch an island wide campaign to catch these illegal footpath bikers like they catch those drink and drive! Pls do not give us statistics on how many you have booked over the years as the statistics clearly show that it is not enough! Get the NPP to do the job as well if the TP has insufficient manpower.

Vehicles Parked On Or Blocking Footpath

Vehicles always park on/blocking the footpath. The drivers also ignore the safety signs erected by me.

Motorbike Parked Outside Clinic At Tampines

This bike was parked just outside the entrance to this Neptune Clinic at Block 357 Tampines St.33. Though the rider is a courier but he should still abide by the traffic rules and park at the carpark or loading/undloading bay area. Riding and paring on footpath is a NO NO NO!

Wonder when will the authority take a STERN ACTION against all these bikers?

Even though it is raining, that does not mean one can reverse its vehicle with the protruding back right into the void deck. When it was reversing, no one came down to ensure there was no one behind.

Also once, a similar type of goods vehicles did the same thing and hit the balcony of the unit right on top because the vehicle was too high to be reversed in.

I'm So Glad That I Was Booked For Speeding!

Yes I was so happy that I was booked for speeding! I'm one who seldom drive more than 90km/h along the expressway unless necessary. I'm one that don't speed unnecessary yet I'm booked. I'm so happy because that may mean that all vehicles going faster than me might have been booked already, probably...

Let's take a look at where I was booked and at what speed am I speeding;

So it's along the Upper Changi Road East towards Loyang (outside the S'pore Expo). See the map below;

I must have turn right from Xilin Ave to Upper Changi Road East (outside the ITE) towards Loyang and the Traffic Police must have used his camera at the overhead bridge along this stretch of road. There are at least 2 traffic lights along this stretch of road - from junction of Xilin Ave and Upper Changi Road East to the T-junction of Expo Dr and Upper Changi Road East. So it's rather impossible for drivers to go at very high speed and moreover this road is wide enough (at least 3 lanes).

Anyway I admit that I'm in the wrong coz I've exceeded the speed limit of 60km/h. The traffic police caught me speeding at 70+km/h! That's very bad of me so I was fined S$130 and given 4 demerit points! Luckily this time is only serve as an advisory to me and no action will be taken against me. Thank you Traffic Police for your kindness.

So I'm returning the favour by posting here to advise others not to speed.

Note : Maybe the TP should consider posting more cameras or their mobile squad along the expressway to book those slow / heavy vehicles speeding way above their speed limit and even drive along the fast lane. I'm sure those heavy vehicles doing above 90km/h or 100km/h along the expressway on the fast lane is more dangerous than those at 70+km/h along Upper Changi Road East, unless the TP have more than enough manpower.

Scar Left By A Cyclist

The photo shows the scar on the leg left by a cyclist who hit one of them on the pedestrian walkway at Bukit Batok East Avenue 2. Why is the cyclist cycling on the pedestrian walkway in Bukit Batok? Illegal Parking At Block 437 of Jurong West St 42

This car was spotted in carpark of Block 437 of Jurong West St 42 at 10.30pm on Sunday 10 August, Not only was he half occupying the handicap lot, he was also half occupying the "Do Not Park" lot, this makes other cars reversing out of the carpark very difficult.

This driver of SGP9292Y stopped at the Scotts Road bus lane just outside Far East Plaza. Bus 576 had difficulty in entering the bus lane to the bus stop. This car and the taxi behind it also caused traffic to hold up.

Actually traffic at this part was not that heavy but because of drivers like to stop at the road side and bus lane, thus caused the traffic congestion. Relevant authority should do something about it instead of just building ERP that didn't solve the problem. Take a walk here and see what is the actual problem!

Just summon that few black sheep drivers instead of making everyone pay for the ERP charges. Put the traffic warden at the bus stop to book all these drivers.

Bikes Parked At Pedestrian Footpath Outside Far East Plaza

Take a look at this stretch of pedestrian footpath outside Far East Plaza from Goodwood Park Hotel at Scotts Road. See the number of bikes parked on the footpath! All of us are aware of it and why didn't the relevant authority do something about it?

Lack of parking spaces in the mall? Lame excuses...even with ample parking lots for bikes like in the heartland, they also parked on the footpath. Whatever the reasons, it's wrong to park or ride the bikes on the footpath. Will the relevant authority please do something about it.

Motorcyclist Riding On Footpath

This motorcyclist was riding on the pedestrian footpath outside the Eastvale Condo at Pasir Ris Drive 3. The traffic police said that more than 600 have been booked last year (2007) for riding on footpath. This figure definitely is far too little as we still can see many many more motorcyclists riding on the footpath everday, everywhere in Singapore.

Will the relevant authority please put in more serious effort into this before putting the cyclists on the same footpath! Only people who walk on the footpath frequently will understand all these inconveniences.

Illegal Parking & Stopping At Tampines Ave 2 Double Yellow Lines

This stretch of road near the T-Junction of Tampines Ave 2 and Tampines St.31, just before the traffic light and outside the N2 - You can find vehicles parked or stopped along the side of the road causing traffic to build up especially the buses need to filter out to avoid them.

Very inconsiderate of such drivers to stop or park along the side of this Tampines Ave 2. Hope the relevant authority can be more hardworking to book such drivers else why paint those Double Yellow Lines. Moreover, this is very near to the traffic light junction. Frankly these are the types of drivers that cause traffic congestion.

SHD199U Republic Blvd To Ophir Road

This stretch of road from Ophir Road to ECP (towards Airport), just after the traffic light where it's joined by the Republic Blvd. Very often, vehicles from the Republic Blvd tried to force their way out of the slip road without waiting for their Green Light.

Just like this taxi SHB199U forcing his way out. I wonder if he got turn his head to check whether there were on coming vehicles. LTA already installed that Green Arrow traffic light long ago, and by now many motorists should be aware of it especially taxi drivers.

By forching their way out, the vehicles on the main road have to brake and slow down to give way to them thus resulting in slowing down the traffic. Mind you, not all drivers can brake or slow down in time!

Electric Bicycle On The Road

Look at this cyclist at the Pasir Ris pedestrian crossing. He was cycling an electric bicycle without a protective bicycle helmet which is a must for those riding one on the road. See the Road Traffic (Bicycle) Rules below;

This is Pasir Ris where cycling on pedestrian footpath is still an offence. Look at this cyclist - cycling on the pedestrian crossing while it was still Red Man, and straight onto the pedestrian footpath. Look at the age of this cyclist...need to educate him on how to cycle correctly? You think he doesn't know it's wrong to cycle on footpath? Come on, you know the answer better.

Parking On Double Yellow Lines At Pasir Ris Drive 3

Every Friday afternoon, we can see this long stretch of illegal parking on Double Yellow Lines at Pasir Ris Drive 3. Yes, I do understand that they are going to the mosque but I believed there are ample and enough parking lots in the Multi Storey Carpark Blk.245A just directly opposite the mosque and surrounding nearby MSCP.

See the video and you will note how long a stretch the illegal parking is every Friday and the jaywalking. Also this will inconvenience the public bus and slow down the traffic there. Maybe the relevant authority should seriously look into all these illegal parking at places of worship.

GZ150E Forced Fitlering At Beach Road

Again it is this stretch of Beach Road, immediately after the Junction of Beach Road and Ophir Road towards Keypoint, on the leftmost lane. This driver of GZ150E tried to force filter his way out when his lane got obstructed.

Though he got signaled, but that did not give him the right to just forced his way out as I was too near to him. He should ensure there was no car too close too him before filtering out. Many drivers nowadays simply filter out of their lane when their lane is obstructed without bothering about cars from the other lane.

Such acts only caused traffic congestion and also accidents.

Pickup Stopped Halfway At Carpark Entrance

This was the entrance to White Sand Shopping Mall Carpark. Halfway into the entrance, I saw a pickup stopped there with 1 worker on it. Not so sure what was going on, as there was no one directing vehicles.

Only after I sounded my horn, there was one man in front of the pickup, then stopped the on coming cars for me to move in. Think it was dangerous to do work in such manner without enough manpower to stop and direct in-coming vehicles on both sides.

The driver of this car SGF9377P insisted on filtering or changing lane in front of me. Though she had signaled her intention, but it's too near to me and I had horned to warn her, yet she still tried to speed up and wanted to cut into my lane.

This was the road outside the Singapore Expo or Tampines ITE. It was empty behind me and I wondered why nowadays drivers must filter into your lane in front of you and not behind? Forcing another driver to brake for you to filter is not the correct way of fitlering.

Forced Filtering

This stretch of Beach Road, immediately after the Junction of Beach Road and Ophir Road towards Keypoint, on the leftmost lane - many drivers intentionally (though not all) take this leftmost lane and when their lane got obstructed, forced their way out to the middle lane.

Some drivers, like this one in the video, think that by signally give them the right to filter out immediately thus forcing drivers in the middle lane to brake for them. Many drivers use this method to "overtake" so that they can be a few seconds faster!

How inconsiderate they can be! Their lane got obstructed, other lanes got to give way to them. It's because of such drivers that caused all the traffic congestions. Frankly if our Traffic Police patrol and book more of such drivers, there is no need to build more ERP gantries. It's the bad driving habits that slow down the traffic.

Vehicles Again Obstructing Rubbish Truck

Very often we can find inconsiderate drivers parked their vehicles near the HDB Rubbish Chute area. When you tell them off, their usual comments will be "If you horn, I will move my car away" or "Why you so Kaypoh?", etc...Besides all these comments, what else can they say? Definitely they are in the wrong disrupting the work schedule of the workers clearing the rubbish. The workers have a tight schedule to follow and few minutes lost here and there means a lot to them!

Putting the "Fine $1,000, No Parking" serve any purpose? I've yet to see any enforcement of it in the day time. I've only heard enforcement is only in the night time especially midnight.

SFE3026J Cut Queue At Tampines

This driver wanted to cut queue and did not bother about obstructing traffic who wanted to go straight at this Tampines Ave 1 outside Blk.934 and 935 or Tampines SAFRA. The lane that the driver was occupying was meant for going straight and not a turning lane. This is a common sight at this part of the road, many drivers are aware of it and intentionally cut queue.

Such act always cause heavy traffic jam on the 2nd lane and I hope the relevant authority can book those who causes the jam. Even if one misses the queue line, one can drive forward to the next U-turn or whatever, to make to turn back instead of obstructing traffic. Drivers should rid such inconsiderate acts so that there will be less traffic congestion.

SCU6377C Didn't Stop At Zebra Crossing

This driver of SCU6377C didn't bother to slow down and stop at the zebra crossing to give way to pedestrians. As you can see, this family of 3 already stepped on the zebra crossing at the Wet Market of Tampines Mart and the driver just simply zoomed past them!

Most drivers do not seem to stop at the zebra crossing especially the two zebra crossings at Tampines Mart. Pedestrians using these crossings, please be careful.

Parked At Yellow Zig Zag Line Outside Tampines Mart

Very frequently, I can see vehicles parked at the Yellow Zig Zag line outside the Tampines Mart, Tampines St.34, near the Turf Club and Coffee Shop of Tampines Mart. Most drivers parked their vehicles by the road side to bet at the Turf Club, or eat at the coffee shop or loading and unloading.

This Tampines St.34 is a Single Lane 2-Way street, so if any vehicle parked at the side will force those vehicles coming on the same side to drive into the opposite lane especially big vehicles like bus.

Hope the relevant authority can send more parking wardens to check on this part of the street. Our Neighbourhood Police should also do their part too.

SDV3721U Parked At Double Yellow Lines

The driver of this SDV3721U parked the car at the Double Yellow Lines of Old Airport Road Hawker Centre. Despite seeing me wanted to drive off from the parking lot, the driver just walked away leaving a lady passenger in it. When I horned gently initially, the driver did not even bother to come back and drive it off. After waiting for sometime, and more cars came in and got obstructed, I horned at the car continuously.

Finally the lady passenger alighted and walked slowly to the driver's seat. I was wondering if the passenger can drive, why didn't she help to drive the car earlier? This passenger also taking her own sweet time to move the car forward...

There were plenty of vacant parking lots behind at that time and also ample lots at the Multi Storey Carpark (with lift too), and yet the driver parked the car at the Double Yellow Lines obstructing cars from coming out of the lots. Why??? Inconsiderate, selfish?

Contractor Parked At Handicapped Lot

This contractor who was doing some re-tiling works on the floor parked his vehicle at the handicapped lot. His vehicle was not required at all while work was carried out and there is no reason to occupy the handicapped lot. This handicapped lot is at Blk.383 Tampines St.32.

Most contractors who do work for the authority like Town Council, HDB, LTA, etc.. usually do not obey the simple parking rules. You can see most contractors parked their vehicles on grass patches, footpaths, handicapped lots even their vehicles are not required for the job. Wonder why the relevant authority do not send their officers to check on them to ensure work safety. Must we wait till accidents to occur before we use the word "complacency" again?

Motorbike On Footpath In Tampines

This motorcyclist was riding his bike on the footpath besides the Tampines St.81 at Blk.824. It's a common sight there and in fact most parts of Tampines.

Wondering why the relevant authority is not taking a serious view on this act? What is the use of building those ramps and paths for the elderly and disables when the authority do not take stern action against those motorcyclists who may end up using it?

I really wonder why some drivers are so lazy to park their vehicles at the Multi-Storey Carpark which is just a stone's throw away. Even if they wish to park for free, please park properly so that it won't obstruct others especially the garbage truck, near the HDB rubbish chute area.

I personally find such drivers plain selfish and inconsiderate. See how difficult the garbage truck driver need to reverse park his truck to perform his duty when there is a vehicle obstructing his path.

Vehicle Obstructing Garbage Truck

This pickup was parked near the Blk.383/384 Tampines St.32 rubbish chute area on the Double Yellow Lines. It was obstructing the garbage truck movement in performing his duty. Though there is a painted sign on the rubbish chute area "No Parking, Fine $1000", but frankly who will enforce it especially in the day time.

I've seen this so often especially during weekends where inconsiderate drivers parked their vehicles there indiscriminately obstructing the garbage truck. I pity the garbage truck driver as he has a tight schedule to follow and if every block or estate he visits, he meets with such obstruction, then his schedule will be delayed.

If the public bus can be equipped with cameras to deter other drivers from going into the bus lanes, maybe the garbage truck should also be equipped with such cameras too.

SGK3809Z Parked On Pedestrian Footpath At Beach Road

This white vehicle SGK3809Z was parked on the pedestrian footpath at Beach Road just before the St. John Headquarter (outside the Golden Mile Tower) on Friday 23 May 2008 at about 5.35pm.

It was still there (don't seem to have move at all) on 28 May 2008 (Wednesday)! I'm wondering why such a new car was left parked at a pedestrian footpath? Why didn't the Traffic Police or the Police tow it away as it has been there for at least 4 to 5 days.

The other issue is if police or relevant authority takes so long to take action against such illegal parking on footpath, in future more motorists would follow the same like motorbikes parking on footpath. Who would still park in a parking lot as it's free and no one bothers when one parks on a footpath?

Note : I've already sent an email to the Traffic Police regarding this issue.

*** The white car was gone on Thursday 29 May 2008 when I was there at around 5.35pm. Not so sure if it was towed away or driven off by the owner.

Right Way Of Lane Filtering

It seems that nowadays the drivers don't seem to know how to filter or change lane. Either they don't signal their intention at all or they expect other drivers to give way to them immediately once they signal.

They do not understand that signaling is to show their intention to change lane or filter but not their right of way to do so. Moreover, it's the duty of those drivers to see and check whether the other car is too near to give way to you.

I've seen most drivers changing lane or filtering means must overtake and they cannot change lane or filter after you have past by them even though it's safer and clear of vehicles to do so.

Frankly the most common excuses they give is;
- if they signal, ppl will not give way to them.
- not familiar with the road.

But the most common ones are also those who just come out from the slip road to the expressway, and they immediately wanted to filter to the Lane 1 or Fast Lane of the expressway as if looking for a U-turn or turning right!

Changi Neighbourhood Police - Where Are You?

On 13 May 2008 at around 5.50pm, I saw a group (about 3) of motorbikes riders parked their bikes at the void deck of Blk.384 Tampines St.32. They were seated at the void deck chairs and tables nearer to the Multi-Storey Carpark.

I called up the Changi Neighbourhood Police Centre at 5.55pm and the lady receiving the call told me that if she can find any police car near the vicinity to be despatched there. I waited.....and waited....and at about 6.21pm, one motorbike left the void deck;

And I'm still waiting for the police patrol car and it's still nowhere in sight. Now the motorbike that left previously came back again at 6.31pm;

More than half an hour and the Changi NPC patrol car still not here and I wonder did they ever appear? They have not given me a call though I have left my numbers behind. During my previous email to Mr.Mah B.T. (MP for Tampines) and I was referred to Tampines NPC. Tampines NPC told me that Tampines Mart is under the purview of Changi NPC. But I'm not sure if Blk.384 is under whose purview - Changi or Tampines? Why make things so complicated for the residents?

All we ask for is a SAFE neighbourhood, and is it so difficult Mr.Mah? There are more and more motorbikes gangs rode and parked their bikes at the void deck of Blk.381, 382, 383 too. In the past, the police patrol car patrolled at the way in but now seldom see them patrol in and just along the loop St.32, 33 and 34. Thus more riders just gather around the void deck table and parked their bikes besides them.

In this case who would park at the MSCP? You park there and have to display coupons and may get summon if expired, but at the void deck - Free and No one bothers!

YL5239L On Wrong Side Of Road

This heavy vehicle YL5239L stopped on the wrong side of the road at Aljunied Ave 1 near the Geylang East Swimming Complex. This caused vehicles to move to the other side of the road and against the flow of traffic. Should this resulted in an accident for the driver who move to the other side of the road, who is going to be responsible?

The vehicle did not breakdown as it drove off later on. Also there was another heavy vehicle stopping back to back with this one. They should be more considerate to other road users and stopped at a more appropriate place to do what they wanted to do.

Motorbikes Riding On Pedestrian Footpath At Tampines Mart

Within a short span of 5 minutes, I've seen 2 motorbikes riding on the pedestrian footpath near Tampines Mart.

Below shows the KFC rider towards the pedestrain crossing. They are usually parked on the footpath outside the KFC;

This next one was riding from the pedestrian crossing towards the footpath to the coffeeshop at Tampines Mart;

I've written to the MP of Tampines, Mr.Mah B.T. and he referred it to Tampines Town Council. TTC again referred my feedback to TP and Tampines NPC. TTC said they will worked closely with Tampines NPC to step up frequent enforcement but that was December 2007. Four months have passed by and I've yet to see any improvement. These riders are still riding and parking on the pedestrian footpath here daily.

With the above video and photos, I've sent another follow-up email to Mr.Mah and TTC today again. Let's wait for their reply.

Last Minute Exiting The Expressway

Many drivers are doing this nowadays - last minute exit the expressway or filtering. When they wanted to exit from the expressway, they refuse to join the queue and intentionally drive all the way to the front and 'force' their way out to exit from the expressway. Their only excuse is that they didn't hit anyone or anycar, but they didn't realise that other drivers are slowing down to avoid them and not their skills are good. On the contrary their skills are shit!

Well these are the type of drivers that cause traffic jams at expressway as this action will cause all lanes to stop for them to exit. Even they filter, they must overtake in front of you and not filter behind you even there are ample space behind...

They wanted you to give way to them but they will not give way to anyone.

SFU7711D Parked At Motorcycle Lots

SFU7711D has been parking at the motorcycle parking lot for many days already (overnight). Sacrificing four parking lots for his own convenience.

My suggestion is to take a photo of it including the car plate number. Email and attached photo to your Town Council stating the date and time and place of offence. The town council will take action against such motorist. Follow up with your town council if they have yet to reply or action on the issue for more than a week.

SFS1975J At Void Deck

This car SFS1975J was parked at the void deck of Blk.383 Tampines St.32 on 22 Mar 2008 Saturday. Though it was raining at that time, but there is no reason to park at the void deck. There is no handicapped label on the car and even if there is, does it mean one can park at the void deck? Think!

- Tampines Town Council replied on 28 Mar 2008 that they have issued offence notice to the accused vehicle owner.

Keep Cyclists Out Of The Pedestrian Footpath - Part 3 Final

In this final part, I will tell you my reasons why Cyclists should not be allowed on the pedestrian footpath.

- Before we even consider allow cyclists on the footpath, please revise the Rule 28 of Road Traffic Rules. Will that mere $20 fine deter any cyclists from riding on the footpath? The standard of living has gone up for a long long time and this fine amount seems like still 'living in the past'.

- Currently it's not an offence to cycle across a pedestrian crossing, maybe the authority should include it under Rule 28 or have a separately ruling on this to make cycling across a pedestrian crossing an offence. Let's put some sense across, where do cyclists cycle after the pedestrian crossing? It's definitely back to pedestrian footpath!

- All of us are aware that on the same pedestrian footpath, we can find motorcyclists riding and parking on it. If they are not 'eliminated' from the footpath, why are we adding another group (cyclists) to the same footpath? Are there any more space left for us pedestrians?

- The government already said that our population is aging. The authority has just built many barrier free access for the elderly and physically disabled people to use. If bicycles are allowed to share the same footpath or this barrier free access, I wonder how such elderly and physically disabled people going to defend themselves?

- If there is an accident caused by the cyclists, there is currently no insurance requirement for cyclists - how are they going to compensate the injured if the cyclists are youngsters and foreign workers?

- Not are footpaths in Tampines are as wide as those few near the Tampines Central where they have a separate cycling path besides the pedestrian footpath.

- Not only myself but many others staying in Tampines have yet to see the Cycling Wardens Volunteers besides those photos posted in the Tampines Newsletter. Let's face the fact, we don't even see Traffic Police often in the heartland not to mention volunteers wardens.

- Why not the one who propose sharing the footpath with cyclists take a walk with me round Tampines to see if it's feasible especially during normal school days?

I agreed with Ravi Veloo on the article "The Politics Of Sidewalks" on 15 March 2008 Weekend Today;

Over the past 1 year in Tampines, I've only seen not more than 3 cyclists pushing their bicycles across the pedestrian crossing. Below is one that bother to push it across a pedestrian cross near Ngee Ann Secondary School;

But the rest do they bother to push their bicycles across the pedestrian crossing or give way to pedestrian when crossing;

Most cyclists don't just cycle across the pedestrian crossing recklessly, they also don't bother to give way to pedestrian when they cycle on footpath. The footpath is narrow, and those cyclists can come in front of you and behind you - how can an elderly person or physically handicapped person react in time if the cyclists don't give way?

Some cyclists cycle at the void deck, turning at blind angle, where they may even knock down an elderly or handicapped person.

Tell me - how to share the footpath with the cyclists? Not forgetting the motorcyclists are also there!

Motorbikes On Footpath

When I read the above report from TP, I can't help wondering how the more than 32,000 summons issued against the bikers for illegally parked on footpath without riding on it? It also said TP had issued more than 600 summons to bikers who rode on footpath.

So about 32,600 (estimate) summons were issued in last year - which means about 2,716 per month and 90 per day. Now if you divide 90 by 28 districts (old 2 digit postal code), each district only 3 summons per day. I'm sure there are more than 3 bikes parked or rode illegally on footpath per day at any district.

So does the 32,600 summons issued over one year means a lot? Definitely NO! Else why are we still seeing so many so doing it? Frankly most knew that the changes of getting booked is very very slim.

YK9984Y Hogging The Middle Lane

This driver of lorry YK9984Y hogged the middle lane of the PIE (from airport to Paya Lebar) even though the left lane is not congested. The speed limit indicated on the back of lorry is 60Km/h but he is doing 80Km/h. So he is not only hogging the middle lane, but also exceeded it's speed limit.

Despite the horn and flash, the driver refuse to filter to the left. Also note that the driver don't seem to be able to keep in the middle of the lane (maybe either drunk or on handphone, etc).

- The Traffic Police and Land Transport Authority said that for the trial to be successful, cycylists should give way to pedestrians who will still have the right of way on footpaths.
- Cyclists must get off and push their bikes at pedestrian crossings and crowded public places such as malls and bus stops.
- The Traffic Police said that in an accident involving a pedestrian and a cyclist, the latter must provide his name and address to the victim.
- If the cyclist refuses, the pedestrian or any witness may detain him until he gives his particulars or until a police officer arrives.

With all the above feedbacks, do you still think the trial in Tampines will be successful? Even without the trial, all of us knew that 'Bicycles + Footpaths' won't work in Singapore!

Get rid of those motorbikes from the footpath first before putting the bicycles on it!

Still No Action Against Illegally Parked Vehicles Near Victoria School

Referring to my previous post here, despite sending an email to the Traffic Police and cc to the SM Goh C.T.(dated 4 Feb 08), there is still no replies from them and also no action taken against those illegally parked vehicles near Victoria School.

Again on 15 Feb 2008, cars are found to park at bus lane and double parked too. Motorcycles are also parked on footpath all over the place. Pls, pls, this is a school zone! Are we waiting for accidents to occur? Even if this is not a school zone, all should obey the traffic rules and no one is above the law!

Keep Cyclists Out Of The Pedestrian Footpath - Part 1

Should cyclists be allowed to ride on the footpath? Up till now, whether you allowed or disallowed, they are already on the footpath daily. Even if you tell them about Rule 28 of Road Traffic Rules (RTR) disallow them to be on the footpath, they are either ignorant of it or disregard it.

Since the cyclists already disregard the Rule 28 of RTR or are ignorant of it, why do we still want to proceed on with the 1 yr pilot project to study the feasibility of sharing our footpath with cyclists? Personally I find this project - a waste of time and money. I will tell you why is it so in my Part 3.

Try asking any cyclists on the footpath what is Rule 28 of RTR or what other rules and laws are governing the cyclists in Singapore - the answer is probably most of the cyclists are not aware of it! Why? Everyone is cycling on the footpath, on pedestrian crossings, and in fact everywhere they like daily - that there doesn't seem to have any rules or laws governing cyclists.

This episode or this probably started it all - During the Committee of Supply debates in 2005, Senior Minister of State for Law & Home Affairs, A/P Ho Peng Kee, in response to a parliamentary question by Tampines MP Ms Irene Ng, said that the issue of whether or not cycling on footways should be allowed would be reviewed.

In this part 1, I will talk about the rules and laws governing the cyclists.

The laws governing cycling on the public roads are set out in the Road Traffic Act, Chapter 276 of Singapore (“RTA”) and the rules made pursuant to the RTA. Some of the rules relevant to cyclists are the Road Traffic Rules (“RTR”) and the Road Traffic (Bicycles) Rules of 25 November 1955 (the “RT(B)R”).

a) According to Rule 28 of the RTR, “No vehicle, except perambulators, shall be driven, parked or ridden on the footway of a road.”

b) The RTA defines a "vehicle" as “any vehicle whether mechanically propelled or otherwise;”. A "bicycle" is in turn defined as “a two-wheeled pedal cycle constructed or adapted for use as a means of conveyance;”.

c) Rule 10 of the RT(B)R requires a bicycle to be ridden in “an orderly manner and with due regard for the safety of others”. The RT(B)R does not prohibit cyclists from cycling on pavements.

The Traffic Police has confirm that it is illegal for cyclists to cycle on pavements, and any offender will be fined S$20.

Besides Rule 28 of RTR, what other laws are there applicable to cyclists? You may check them out again at SACA site from page 5 to 11.

If the reason for allowing cyclists on the footpath is because the number of accidents involving cyclists on the road is increasing, than it's not solving the root of the problem. We are looking at 300 to 400 plus a year, is it a large figure to change the law? If yes, than compared to the number of motorcycles or motorbikes on the same footpath daily - I guess the number is even much much more! Why didn't the authority do something immediately to remove the bikes from the same footpath?

Moreover, the number of accidents involving cyclists - is it due to the cyclists carelessness and recklessness? If yes, why still put them on the footpath? If it's due to the motorists fault, than we should penalise the driver more.

In part 2, we will look at some of the past years newspaper articles and letters regarding cyclists on footpaths.

Biker Didn't Stop At Zebra Crossing

This is just one of the many bikers who don't bother to stop for pedestrian crossing the Zebra Crossing at Tampines Mart. I was already crossing halfway, and this biker just zoom past me.

I wonder did he see anyone crossing the road at the zebra crossing? If he didn't see me crossing, how can someone ride a bike with such poor eyesight? If he did see me crossing, why didn't he stop and give way?

Warning : For pedestrians using this Zebra Crossing at Tampines Mart, be careful! Most bikers and motorists don't give way to pedestrian even if you are halfway crossing it. So be careful especially if you have kids with you.

Cars Double Parked Opposite Victoria School

Every Friday there are illegal parking of cars and motorcycles along Marine Parade Road outside Victoria School. Cars parked on Double Yellow Lines, Bus Lanes and motorcycles parked on pedestrian footpath.

Like last Friday 1 Feb 2008, maybe because of some construction work near the Victoria School, cars even double parked outside the mosque leaving only 1 lane passable to traffic. This is a school zone and all these illegal parking are a safety hazard and pose a danger to the students there.

Must we wait till a life is lost then the relevant authority will act on it? Whatever places of worship including churches and temples too, there should be no illegal parking. Safety should not be compromise!

SGE5776C At Tampines St.32

I just do not understand this driver of SGE5776C. This car came out of the Tampines Mart Carpark and after turning left, the driver stop near to the bus-stop to pick up a boy. As this is a single lane traffic, the driver can either turn into the detour for alighting/boarding only, or get the boy to get to the car together at the carpark. Why stop at road (everyone will claimed it's only for a short while, but if everyone is doing it, it won't be for a short while) and obstruct the free flow of traffic even though it's red light? This Cement Mixer W3939P was found to 'dump' out cement while driving along Guillemard Road (towards the direction of GrandLink and City Plaza). It was leaving behind a trail of cement on the floor. Luckily no cars or motorbikes were too near to it.

Wonder what will happen when these cement dropped on the ground and hardened? Will it be a hazard to the motorcyclists? No wonder these motorcyclists don't like to ride in the middle of the lane.

Doube Yellow Lines Parking And Stopping At Bugis Junction

Every day and anytime, you can find them parking or stopping their vehicles at the double yellow lines at the Bugis Junction. Some even parked or stopped just at the exit of the Bugis Junction carpark where it obstruct those cars coming out from the carpark.

Wonder why enforcement action are not taken there daily? Are the relevant authorities aware of it?

Blue Car At HDB Void Deck

More and more cars are driving up to the HDB Void Deck. As can be seen in this blog, how often I've featured them here at this block Tampines St.32, Blk.383. Yesterday again at this Blk.383, though it was drizzling but it is no excuse to drive up to the Void Deck.

Do we really want to wait for an accident to occur before the relevant authority will act on it.

FW8733Z On Pedestrian Footpath

This motorcyclist is riding his bike FW8733Z on the pedestrian footpath outside Blk.357 Tampines St.33. As seen on the video, not only is he riding on the footpath, he is also riding diagonally across the T-Junction and beating the Red Light. He is doing this almost everyday and about the same time. This is just opposite East Spring Pri Sch and next to the PAP Kindergarten where there are a lot of students and children.

Car Did Not Give Stop At Pedestrian Crossing When It's Green Man

The above video shows that the driver didn't bother to stop and give way to pedestrian crossing the road when it's Green Man. The driver was 'inching' his/her way thru the crossing as seen in the video. This location is at the T-Junction of Tampines St.34 (at Tampines Mart). This is very common at this T-Junction. I was crossing half-way and this car just zoom past.

The only excuse they can give when you stop them is "Did I hit you?". I wonder if they still remember their Highway Code?

This vehicle GY2194X was at the void deck of Blk.383 Tampines St.32. Even it was drizzling slightly, there is no reason to park, drive or load/unload at the HDB void deck. The authority should narrow the gap so that vehicles cannot drive up the slope to the void deck. Due to this, there were quite a number of vehicles driving up to this void deck.

The driver of this SFW6745C was seen picking up his family members or friends at the Exit of Multi-Storey Carpark (MSCP) at Blk.384A Tampines St.32. One should not stop at the Exit or Entrance of the MSCP or carpark for boarding or alighting as this cause inconvenience to others. One may argue that it's only for a short while, but if everyone is doing the same, it won't be for a short while.

In some early morning peak hour, about 3 to 4 drivers are doing such act at the Exit of this MSCP and thus cause an unnecessary jam or bottleneck at this carpark due to the inconsiderate acts of those drivers.

Pls "Do not Inconvenience others to Convenience yourself"! If it's for a short while only, one should pick up their family members or friends at their respective block downstair or walk to the car together.

GP271S Hogging On ECP

This van GP271S is hogging on the ECP towards Airport at 60km/h at the 2nd lane. The left lane though is clear and this van refused to move in to the left and obstructing the smooth flow of vehicle on the 2nd lane. This caused the vehicles on the 2nd lane to overtake on this slippery road as it's drizzling.

Though the van is not speeding, but it's only right for the slow vehicle to move to the slow land (left) whenever possible.

SGS1228X At Blk.383 Tampines St.32 Void Deck

This vehicle SGS 1228X was spotted at the Void Deck of Blk.383 Tampines St.32 on the 9 Dec 2007 (Sun), 12.10pm. The driver was picking up his/her passengers in the void deck and having done that, reversed the vehicle out. At that time, it was only drizzling slightly and whether or not it pours, one should not drive or park his/her vehicle in the HDB Void Deck.

This is not the first time vehicles have been spotted having driven up to this void deck of Blk.383 Tampines St.32. The reason is that the gap for the handicapped and ambulance roller bed is too wide and the cars are able to pass thru. Maybe the authority should narrow up the gap and at the same time, fine the offenders more and punish them with more demerit points.

There is no reason to be at the void deck for any vehicles unless authorised to do so by the relevant authority.

This truck was parked at the turning point (junction of Baghdad Street and Haji Lane) to load and unload. This is a Double Yellow Line and by parking at the turning point, drivers turning have a bigger blind angle and it's dangerous for them. Even if there is no spot to load and unload, such a big vehicle should not stop at the turning point and obstruct the view of other drivers.

This bike FZ7886G was parked at the void deck of Blk.384 Tampines St.32. The multi storey carpark is just next to it and the rider choose to park at the void deck. If the relevant authority is not going to take stern action against such illegal parking, then who will choose to park at the carpark which cost money?

Note : I've sent an email to the Tampines Town Council on 28 Nov 2007 to feedback on this issue. On 29 Nov 2007, the Tampines Town Council replied that their officer will follow up on the case and enforcement action under the Council's By-law will be taken against the owner of the vehicle. Let's wait and see the outcome.

The driver of this vehicle SFU5408P reversed his vehicle from the Pick-Up point at Tampines Mart. Despite the fact that I'm near to his vehicle and had horned at him, he still insisted on reversing.

It's not safe to reverse out in this manner and what he should do is to horn the car in front of him to move on and not stop there. There is a sign there for No Parking and No Waiting. Why reverse and cause a jam behind?

Why inconvenience others to convenience oneself? Isn't this a selfish and inconsiderate act? The vehicle reversing does not have the right of way compared to the one going straight and why insist on your way? Think!

GZ8906P On Zebra Crossing

This truck was parked on the Zebra Crossing at the Old Airport Road Hawker Centre. It was obstructing the pedestrian crossing the road. Yesterday (18 Nov 2007)was the Opening Ceremony, and that catering truck was doing loading/unloading at the zebra crossing.

See the video - the pedestrians had to cross in front or behind of the truck. Most of the vehicles also did not stop for the pedestrians to cross. I wonder what is the purpose of this zebra crossing? A Loading/Unloading bay in disguise?

This truck was parked there at the time when the MP, Neighbourhood Police and his 'entourage' was there visiting the stall holders. Whether there is sufficient loading/unloading facilities, we should not allow parking at the zebra crossing.

Student Cyclists

This primary school students from East Spring Primary School don't seem to realise that it's dangerous to ride their bicycles in this manner. Not only they endanger themselves, they also endanger the pedestrians on the footpath. Moreover, on the pedestrian footpath near the school, they are suppose to push their bicycle on the footpath instead of riding on it.

Hope that the School Authority can be more strict with their students who are cycling to/fro school. Note : The above 2 pairs of cyclists are not the first time I see them doing such 'stunts'.

Motorbike Number Plate

There are more and more motorbikes with number plates that are not properly installed. It's difficult to see the Alphabets and Numbers on the plates especially if these bikes are moving. They are tilted upwards whether intentionally or not, only they know. But why the authority is not taking a stern action against them now? Are these allowed?

If anything happen, be it hit and run or robbery, how the passer-by or witness see the number plate?

SGR2187D On Double White Lines

Sometimes I wonder the drivers nowadays understand what is the purpose of those lines painted on the road mean? This driver of vehicle SGR2187D don't seems to understand what is 'Double White Lines' mean at the Simei Avenue/Tampines Ave 5 (PIE towards Changi Airport Exit 4B). Despite my horning at him, he still insisted on cutting across the Double White Lines while filtering from left to right. Not only the driver didn't avoid cutting across the Double White Lines, he also didn't bother to give way to vehicles going straight while filtering.

Obstructing Traffic At Changi Village Carpark

This driver left his car at the Changi Village Carpark (Behind Block 5) and caused a beehive jam of traffic. He left his car on the Double Yellow Lines against the flow of traffic and despite the horning, he didn't remove his vehicle asap. Instead he took out a cigarette to smoke and stood there looking.

After I went passed him and made a roundabout turn, he saw me coming and immediately swirled left and blocked my way out.

GU5576D On Pedestrian Footpath At Tampines St.34

This vehicle GU5576D was on the pedestrian footpath of Tampines St.34 just outside the PAP kindergarten Block 358. As can be seen on the video, the vehicle was reversing and without any assistant to direct the pedestrian behind the vehicle. I've spoken to the driver and he admitted that he did not have any approval from any relevant authority for his vehicle to be on the footpath at that moment.

The above photo and video were taken on : 21 Sep 2007 Friday at 5.40pm.

Today 24 Sep 2007 Monday at 2.50pm, I seen the same vehicle GU5576D again parked at the same pedestrian footpath outside the Tampines Block 358 along Tampines St.34. I do not wish to see another fatal accident happened at Simei Eastpoint to be repeated here. It's just outside the kindergarten and there are childcare and schools nearby.

I hope the Town Council will take a serious view on this issue.

Note : Finally the TP has replied today (29 Jan 2008) that they have taken appropriate action against the driver.

SDY9912E and ET3808C at Victoria School Bus Stop

The above 2 vehicles still choose to park or stop near the Victoria School Bus Stop (Marine Parade Road) on Friday. There is a No Waiting Sign as it's near to the bus stop but this is simply ignored especially on every Friday.

Understand that the mosque is just opposite, but safety should not be compromise. Moreover, this is just outside the school and must we wait till there is an accident before we take action? The traffic police should take note of those illegal parking outside places of worship like churches, temples, mosques, etc. to ensure safety of pedestrians.

Why the authorities not taking action on these acts or they are not aware of it?

This car was parked at the side of Tampines St.34 (besides Tampines Mart) and the driver was not in the car. This is a narrow 1 lane 2 way street and and cars stopped at the side will cause traffic obstruction to both sides of the traffic. Many drivers choose to park their cars on these 2 sides just to get to the turf club.

You can see in this video that the bus and another car has to steer into the opposite lane just because of this car parked there.

The driver of this SFW6217K stopped and waited at the right lane of Upp Cross St, before the entrance and exit of the Hong Lim Complex Carpark. This caused an obstruction to those vehicles trying to turn into the carpark. Despite my horning, the driver still insisted on waiting though moved slowly forward to allow me turned into the carpark. It's a Double Yellow Line that he was stopping and waiting on the right lane.

Java Road Junction Traffic Light

This taxi tried to beat the Filter Green light at the Java Road Junction (before Concourse Bldg), but as there were still pedestrian crossing despite it turned to Red Man. So the taxi was caught in the Yellow Box Junction and obstructing the Main traffic.

Probably the LTA should change the traffic light at Beach Road towards Java Road from just only Filter Green light to the full Red, Orange and Green Filter Lights. There are many occasions where drivers tried to beat the main traffic when the Filter Green light has not turned on, and almost hit those pedestrians crossing the road (Green Man).

This van GU8924M is coming out from the slip road to main road (Bedok Sth Ave 1) at the Laguna Flyover near to the traffic light junction. Despite my continuous horning at him, he didn't even bother to slow down and give way to traffic from the main road. If I didn't step on my brake and slow down, what will happen?

Is there a change in Singapore traffic rule? Main road traffic giving ways to slip road traffic? Suggest to Traffic Police if they catch such drivers who didn't bother to give way to vehicles on the main road and they don't even bother to slow down, best is to suspend their license and ask them to retake their highway code.

GM7005P - Handphone Driving

Handphone driving seems to be back again and happening very common nowadays! Why? Probably police are not enforcing the law seriously now as the campaign is over (I think)...Very often I see drivers using their phone on one hand and the other hand driving.

I saw this driver of a pickup (GM7005P) yesterday at the Rochor Road (just off the ECP Sheares Bridge) turning right towards Beach Road (opp. Gateway Buidling) using his handphone while driving. He was using his right hand to hold the phone and the other hand driving.

Vehicles parked illegally at and near Bus Stop or Lane

Every Friday, those roads (Siglap Link and nearby) and bus stops/lanes outside Victoria School are full of illegally parked and dangerously parked vehicles. You may find cars, private buses parked at bus lane or bus stop outside the Victoria School; also motorbikes parked on the grass patch and pedestrian footpath; some vehicles were also parking on the grass patch.

The LTA spent so much money to send drivers and motorists colorful and beautiful brochures on the Bus Lane Scheme in Mar/April 2007, but are these being enforced on all the bus lanes? These illegal parkings are committed every Friday not once a year where we can just give and take - I repeat every Friday. And these are just outside the School, in a school zone! Safety should not be compromised. The relevant authority should regulate on all illegal parkings outside all places of worship like churches, temples, mosques, etc. to ensure safety of the pedestrians and other road users.

Cyclist at Old Airport Road Hawker Centre

This cyclist is not pushing his bike on the footpath but trying to squeeze thru the narrow passage of the walkway despite the fact that a family of four were walking towards him. This is located at the footpath towards the Multi Storey Carpark besides the Old Airport Road Hawker Centre.

This is not Tampines where cyclists are allowed to share the footpath of pedestrian. See - before you legalised it, they already break the law and rule and everyone knows. I wonder why accommodate those who break the law? Putting these cyclists on the footpath is shifting the problem from the road to the footpath.

This car SFN9358P simply just follow the front black car from the slip road to the main road without even slow down or give way to vehicles on the main road it's adjoining.
